The Welsh Water Question by David Shinn
Dŵr. Water.
Water has long been an emotional and contentious issue here in Cymru.
As with all of our natural resources, it is not in our control, nor is it used to the benefit of the Welsh people, or our economy.
With companies like Severn Trent owning large amounts of land and water here, and Dŵr Cymru (Welsh Water) agreeing on 999 year deals with them for mere pennies, we really are getting a raw deal. For such an important and vital resource, not a lot of noise is made about it.
Yr Aflonyddwch Mawr wants to change that, and demands a Welsh Water Act - an Act that would end these shady, unjust 999 year deals and see Welsh Water brought back in to public ownership, by the people of Wales, for the people of Wales.
There are many naysayers in the anti-independence camp who believe that we can’t survive without England, and that we put too much value on our water.
This is far from the truth – without Welsh Water, and these exploitative 999 year deals, England would not be able to supply water to many millions of homes.
So desperate is England’s need for water, that they have even forcibly evicted whole communities and flooded villages, like in Capel Celyn (Tryweryn) and Llanwddyn (Lake Vyrnwy), just to increase the supply of water from Wales to England.
We believe it is about time England paid a fair price for what they take from us, which would equate to a massive boost for the Welsh economy.
So, who owns “Welsh Water”?
The answer to this question is not very straight forward.
The Water Act 1973 amalgamated the water and sewerage companies in England and Wales, restructuring them in to ten regional water authorities in preparation for privatisation. In 1989, these regional authorities then passed in to private ownership. There are two main water suppliers in Wales: Dŵr Cymru and Severn Trent Water.
Between them they own over 90 reservoirs in Wales.
Severn Trent, based in Birmingham, own Clywedog reservoir and Lake Vyrnwy - Clywedog having been built to supply Birmingham and the Midlands, Vyrnwy to supply Liverpool and Merseyside. Yr Aflonyddwch Mawr has previously conducted investigations in to Lake Vyrnwy, and last November published an article on the blog detailing its findings.
These two dams alone hold 110 billion litres of water. That is 110 billion litres, in just two dams.
Dŵr Cymru, who own a staggering 91 reservoirs in Wales, varying in size from 2 acres to 1,026 acres, are based in Mid Glamorgan and owned by Glas Cymru (Blue Wales), who bought the company for £1 in 2001, after the previous owners, Hyder, fell in to bankruptcy with a massive £1.85 billion in debts.
Glas Cymru was designed to be a not-for-profit organisation, and to exist solely for the benefit of their customers, but the figures tell us a very different story – there are a handful of people making a very large profit from Welsh Water, namely members of the board, who have taken millions of pounds from the business, whilst their counterparts in Scotland and the Occupied Six Counties of Ireland have received very modest payments.
An investigation by Rebecca Television in 2014 found that, in 2003, the executive, chairman and non-executives of Glas Cymru were being paid, on average, twice what their counterparts at the much larger Scottish Water (whose annual turnover is nearly twice that of Glas Cymru) were being paid. For example, the chairman of Scottish Water was paid £70,000 compared with the £140,000 taken by Lord Burns, former Treasury Permanent Secretary, who was then Glas Cymru’s non-executive chairman (meaning he had no responsibilities).
An article published by Glasiad ap Gruffydd on FreeWales.org in February 2012, noted that there are 9 other “non-executive directors” (NEDs), most of whom are “patronage appointments with no responsibility”. Although accurate figures on how much these NEDs are paid are difficult to obtain, Glasiad notes that “Directors’ emoluments” (their salaries or fees) in 2011 were listed at a cost of £1.2 million to the consumer. That is an average of £120,000 per NED, who has no responsibility whatsoever, other than to sit on a board and take our hard-earned money.
Further to this, the Rebecca Television investigation also found that, between 2001 and 2014, Glas Cymru customers had paid almost £8,500 million in bills, yet Glas Cymru had only paid £150 million in cash “dividends” to their customers in that period - less than 2 percent of the total monies made.
In fact, Glas Cymru, other than a few token Welsh members, aren’t really a Welsh company. And those members that are Welsh are from the crachach and include company directors, professors, solicitors and civil servants.
Despite their names Dŵr Cymru/Welsh Water, and Glas Cymru (Blue Wales), our water is not actually being supplied to us by Welsh companies at all, and it is certainly not by “not-for-profit” companies.
Maintenance contracts for the Welsh water supply are owned by United Utilities, a for-profit English company.
Customer service is contracted out to profit-making Thames Water, an English subsidiary of a German-owned conglomerate RWE.
Other English companies, such as Wessex Water, also get a slice of the Welsh water pie.
When all this is considered it’s very clear that, other than a select few, the people of Wales make no profit from what is arguably our most precious natural resource, nor do we have any control over it.
So, why don’t the Welsh Assembly Government (WAG) do something to change the situation?
The simple answer to this question is, they can’t.
As we well know, the “assembly” is nothing more than an extension of Westminster’s rule in Wales, with very little devolved power at all. It is, for all intents and purposes, a puppet parliament, with their strings being pulled by the ruling elite in London.
As it stands, issues relating to water are already devolved to the WAG. However, because the assembly has no tax-raising powers we cannot benefit from sales of water here in Wales, or from the water supplied to England either.
Even if the WAG were to take a stand and demand a fair price for our water, it would be overruled by the Secretary of State for Wales, due to a clause in The Government for Wales Act 2006.
Tucked away in Part 6 (Miscellaneous and Supplementary), is Section 152 “Intervention in case of functions relating to water etc.” It reads as follows:
152 Intervention in case of functions relating to water etc.
(1)This section applies where it appears to the Secretary of State that the exercise of a relevant function (or the failure to exercise a relevant function) in any particular case might have a serious adverse impact on:
(a) water resources in England,
(b) water supply in England, or
(c) the quality of water in England.
So, we have “control” of our water, as long as we let England take as much of it as it deems fit, now and for the foreseeable future. If we were to do anything to affect this supply, England, via the Secretary of State for Wales, will retake full control over this resource.
It was, of course, the treacherous “Welsh” Labour who blocked the full devolution of water policy to the Welsh Government in The Welsh Government Act of 2006, once again demonstrating exactly where their loyalties lie and who they really serve, and it is certainly not the people of Wales.
As previously stated, England cannot survive without the millions of litres of water they take from Wales on a daily basis, especially those areas of South West England that have very large populations and very little rainfall. Yet, in 2012, when it was suggested by Plaid Cymru’s Elfyn Llwyd that it was time to have a “mature debate” to ensure that Wales was properly paid for the water it supplies to England, the British (read “English”) media was in uproar.
God forbid us stupid Taffies across the border want fair remuneration for such a vital and precious commodity! Imagine how outraged they would be, if by some reversal of fate, England were to supply Wales with water at a rate of 5 pence per year for the next 999 years. It doesn’t even bear thinking about.
To add further insult, English consumers pay considerably less for their water than we do in Wales, despite their water coming from Wales.
So, just how much is our water worth?
This, again, is not an easy question to answer. Trying to find exact figures on how much Welsh water is supplied to England is rather difficult. It seems that perhaps, they do not want us to know.
In 2015, John Elfed Jones, the former chairman of Dŵr Cymru said that selling Wales’ water could be worth hundreds of millions of pounds.
In an article by John Osmond for the Institute of Welsh Affairs (IWA), published on their website in April 2012, entitled “When white water becomes white gold”, he states that “By one calculation Wales’ present export of water to England, from the Elan Valley to Birmingham and from Lake Vyrnwy and Tryweryn to Liverpool, could be worth as much as £4.5 billion a year.
This is the net transfer of social security payments coming into Wales after our National Insurance contributions are taken into account.”
Taking in to consideration that water could become even more valuable in the future due to climate change, these figures are conservative at best. Without knowing how the figures were calculated it is impossible to comment on their accuracy or validity, but one thing is certain – our water is worth a lot more than the 5 pence per year that Severn Trent are currently paying for it.
Even at the most conservative estimates of £100 million a year, this would provide a boost to the Welsh economy.
More research is needed in to just how much water is taken by England and its monetary value, however, Yr Aflonyddwch Mawr will continue to search for the facts and figures. We already know that we are being ripped off. We just don’t yet know the full extent of this robbery.
But, the exploitation doesn’t stop there!
Not only is our water pillaged by England for them to drink, they also use our water to generate electricity, in the form of hydro-electric power stations. Just last month, an application to build another hydro-electric power plant on the Afon Conwy by RWE was defeated.
There are some 20 hydro-electric plants in and around Snowdonia alone, which generate more than enough electricity for local need. Again, the English state, aided by foreign investors, seek to use our natural resources for their own gain.
However, it is not just our inland water that is exploited. Our coastal waters are too.
The Crown Estate “looks after” (owns) 1,287 miles, or 65%, of the Welsh coastline, and is also responsible for the seabed, up to 12 nautical miles. There are 10 coastal estates, located around Monmouth, Glamorgan, Carmarthen, Pembroke, Ceredigion, Meirionnydd, Caernarfon, Ynys Môn, Flint and Denbigh.
The Crown Estate also owns the sites of many offshore wind farms and marine renewable energy production sites, including North Hoyle, Rhyl Flats, Scarweather Sands and Gwynt y Môr.
In practical terms, this means that any revenue generated by the lease of these estates, or from the licencing associated with harvesting from these sites, trickles back to HM Treasury.
In the case of Halen Môn, the Anglesey based sea salt makers, they have to pay the Crown Estate a licence fee for using the water they harvest the salt from. Prior to starting Halen Môn, the owners ran Anglesey Sea Zoo and even had to pay a licence fee then for using the sea waters in their aquariums!
Just how much income is generated from our coastal waters we don’t know, but what we do know is that it is, in principle, our money.
It is blindingly obvious that there is a great injustice in all this.
Our water, like all of our natural resources, is effectively being stolen by the English state for the benefit of the English population, while the people of Wales struggle in poverty. For too long, the people of Wales have sat idly by, allowing the rape and pillage of our precious resources, while the ruling elite in England have grown rich off what is rightfully ours.
We will no longer allow this to happen. It is time to end this injustice. It is time to put an end to exploitative deals that see us robbed of our precious resources. It is time the Werin rose up and demanded a Welsh Water Act that puts ownership of all Welsh Water into the hands of the people of Wales.

The road of the Home Rulers of Constitutional changes and a Welsh Assembly is nothing more than a new management arrangement for the continued domination of Wales by the British State.
We look to the separation of Norway from Sweden as a model of how new relationship between a once dominant nation and subordinate nation was turned into one of mutual equality and respect following Norwegian Independence.
Independence is a prerequisite of a new long term amicable relationship as the Norwegian case has proved.
Continued domination of Wales by the British State no only damages Wales but ultimately the harmony between English and Welsh working people.
Welsh Socialism
Socialism is an idea that was born in Wales and Ireland at the beginning of the 19th Century.
The first socialist was an Irishman called William Thompson from County Cork - he was also called a communionist in the vernacular of the time because he did not believe in a competitive market road to socialism.
Robert Owen also called a socialist took the view that the stock market would aid the road to socialism and ultimately his views came to dominate the Labour Party and are associated with Labour Party reformist politics.
While Owenism led to the Labour Party the ideas of William Thompson influenced Marxism and the Irish Socialist Republican Party of James Connolly.
Thompson's and Connolly's ideas further inspired John Maclean in Scotland
The Welsh Socialst Republican Congress is very much in the revolutionary tradition of William Thompson and James Connolly and John Maclean who see independence and socialism as part of the same process of social liberation.
Bringing the stream of thought of Independence with that of Socialism is the task of the Welsh Socialist Republican Congress in the 21st century

The outrage of Welsh Water being supplied to Seven Trent Water for 5p a year for 999 years.
Yr Aflonyddwch Mawr praises Plaid Cymru and in particular Jonathan Edwards MP when they do things right like exposing the insult to democracy posed by the West Brechfa Windfarm.
Jonathan Edward is on form again exposing the scandal surrounding how Welsh Water was lent water to Severn Trent Water at a scandalously low rate of 5p a year for 999 years.
This outrage illustrates the colonial relationship between England and Wales is alive in 21st century and all the pseudo left denial of this colonial relationship cannot hide these facts of Welsh water at 5p a year for 999 years to Seven Trent Water.

"The water of Wales may not match Scotland’s oil in terms of wealth, but it is a resource with value and the people of Wales should receive a fair return.
Although the upcoming Water Bill intends to leave Dwr Cymru—or Welsh Water—intact, Severn Trent Water cuts a swathe into Welsh territory, and could mean that the water of Wales is extracted for vast profit in future.
With Gulf state sovereign wealth funds looking to buy Severn Trent Water and clearly seeing it as an investment opportunity for the future, Wales and its people should not be left at a disadvantage.
Full territorial integrity should be recognised, and it should be for the people of Wales to decide what happens to the water of Wales through our democratic institution, the National Assembly for Wales.
It is therefore crucial that full control of water is devolved to Wales. It is a continuing disgrace that the Labour Government cynically blocked full devolution of water policy in the Government of Wales Act 2006, leaving the power of veto with London Ministers.
Full control over water would finally end the grossly unfair system enshrined in the Water Act 1973, and perpetuated by the 2006 Act, in which water was lent to Severn Trent Water at a scandalously low rate of 5p a year for 999 years and the Secretary of State for Wales was empowered to overrule the National Assembly for Wales on matters of Welsh water supplies to England"

Lake Vyrnwy Estate and Why we need a Welsh Land Act by Nickglais: TIR CYMRU YW EFYRNWY/EFYRNWY IS CYMRIC LAND.
Yr Aflonyddwch Mawr has been investigating why the biggest Land Sale in England and Wales of Welsh Land by an English Company has been largely ignored by Nationalists and Socialists in Wales.
It speaks to some pretty fundamental political weaknesses of both the Nationalist and Socialist movements in Wales which was why Yr Aflonyddwch Mawr was established in 2012 to begin to rectify.
The 23,000 acre Vyrnwy Estate was put on the market in 2010 by Severn Trent Water Authority but however despite lengthy negotiations over its sale it failed to secure a buyer and was taken off the market in 2013.
Severn Trent Water Authority
In 1973 the Water Act brought together the many water and sewerage companies in England and Wales into ten water authorities, each responsible for water supply, sewage treatment and river protection within its area.
Each was led by a board with representatives from local authorities and central government.
Severn Trent Water Authority was one of those ten authorities.
By the mid 1980s, however, the government had decided to privatise the water industry.
The ten water authorities passed into private ownership in 1989.
Lake Vyrnwy Dam
The City Council of Liverpool were looking for a site for a new reservoir to provide more water for the ever expanding population of the great, sprawling urban area they controlled along the banks of the Mersey.
Various sites were under consideration in northern England and Wales, but in most cases some snag prevented them from being suitable.
In the summer of 1877 Mr Deacon, the city engineer of Liverpool, arrived in Llanwddyn to investigate the possibility of damming the river Vyrnwy at a point somewhere below the village to create a large, artificial lake capable of holding many millions of gallons of water.
Dr George Deacon (1843–1909) began the design of the Vyrnwy Dam in 1879 at the age of 36. In 1890, following Vyrnwy, he founded an engineering practice in London which subsequently became Sir Alexander Binnie Son & Deacon, then Mr Binnie and Partners. Its present-day successor is now Black & Veatch.
Dr Deacon was instructed to prepare the Parliamentary Plans for the scheme in 1879. The dam construction started in 1881 and was completed seven years later in 1888.
It was the first large stone-built dam in the United Kingdom, and is built partly out of great blocks of Welsh slate. When built it cost £620,000, equivalent to £62,000,000 in 2015 to supply Merseyside and Liverpool with water.
United Utilities
The principal bidder for the Vyrnwy Estate was United Utilities another English company.
However, United Utilities withdrew from the sale which led to the land being taken off the market in June 2013.
It had been put up for sale in 2010 and in 2011, United Utilities and RSPB Cymru were named preferred bidders for 12,000 acres of agricultural holdings on the estate.
FIM Sustainable Timber and Energy LP was also named as the preferred bidder to develop the 5,000 acres of commercial woodland.
Local Campaign to bring Land into Welsh ownership
There was a praiseworthy attempt to raise money for a Welsh People buy out of Lake Vyrnwy Estate in 2010 but either through weak organisation or lack of support for the campaign or a combination of both the campaign for Welsh ownership of Vyrnwy Estate never got off the ground.
Given that this is the largest land sale in England and Wales of 23,000 acres - it is strange and some might say monsterous that it has not been taken up by Plaid Cymru as a campaigning nationalist issue.
Severn Trent and RSPB still have biggest package of land some 11 891 acres and we believe William Pears a London financial company has acquired at least 5000 acres.
I am still investigating the remaining acres which I believe are woodland and lake which may have gone to FIM Sustainable Timber and Energy LP.
Yr Aflonyddwch Mawr will commence a campaign to raise awareness of the Welsh Land issue around Vyrnwy Estate as part of our campaign for a Welsh Land Act in 2016.
Since our foundation in 2012 Yr Aflonyddwch Mawr has called for a Welsh Land Act simlar to Scottish Land Act 2003 with priority right to buy for local communities.
Scotland has moved on and is currently preparing a much better Second Land Act but Wales has not even addressed the question of a First Welsh Land Act.
The Vyrnwy Estate Land Sale provides us with an opportunity to highlight the question of the need for a Welsh Land Act and what it would mean in practice.
Firstly with a Welsh Land Act and the Vyrnwy Land Sale - the Welsh local community or Nation would have been the preferred bidder by law and not the English Company United Utilities as was the recent case.
Of course we would still need to make the case as socialists and nationalists why the nation/local community should spend 11 million pounds acquiring the Vyrnwy Estate for the nation.
The 125 years leases on the properties on the Estate like the farms would have been offered to the tennents first and not sold to London financial institutions like William Pears if a Welsh Land Act was in existence.

The Forestry and woodland instead of going to a commercial company could have become a community resource.
Therefore The Vyrnwy Estate provides us with many examples of why we need a Welsh Land Act.
We need to find creative ways to publicize these issues and the necessity for a Welsh Land Act.

What Price an Independent Wales ! A Mirage or a Reality Check ?
Yr Aflonyddwch Mawr says the Election of Adam Price as leader of Plaid Cymru on a programme that clearly spells out Independence by 2030 is to be welcomed - if only because Independence is no longer hidden but is asserted as central to Plaid Cymru and the Welsh National Movement,
The programme of Adam Price has been put into seven steps and we will look at these closely.
1: Elect a pro-independence government for Wales in 2021. Plaid Cymru needs to be in government in 2021. It is only Plaid Cymru who can do the necessary nation-building to secure independence.
2: Pass a Wales 2030 Referendum Act. We need a nation-wide debate on our future. By the end of the next decade, we will give the people of Wales a vote on self-determination.
3: Set up a National Commission as part of the 2030 Process. Creating the new Wales is the work of the entire nation. The National Commission will oversee the 2030 Process and give Welsh citizens a say in what an independent Wales will look like.
4: Be bold, radical, and visionary. We must act as if we are already independent. All we do must make Wales a healthier, fairer, more prosperous place to live. In 2026, we must win re-election.
5: Reduce the gap between our income and our spending. We must show that we’re not too small for independence. By 2030, our fiscal gap can be sustainable and we’ll have proved that Wales is not too small to stand on her own two feet.
6: Grow Wales’ economy. We need to improve Wales’ economic performance. This will improve the lives of the people of Wales and make our independence an attractive and realistic option.
7: Build a new Welsh media. Our nation needs a thriving media. A strong and diverse Welsh media is crucial to the national debate on our future.
Our fundamental criticism of what we see above so far is that is still pure Plaid Cymru Electoralism the "Party of Power" not the party of Protest moving into action.
It is clearly not yet the organization of social movements.
We are aware that Adam Price was at the Harvard Kennedy School for Government and we are told he was influenced by the ideas of Marshall Ganz a believer in social movements and their organization - we challenge Adam Price to help organize social movements in Wales - it will be a test of his sincerity and commitment to an Independent Wales.
Yr Aflonyddwch Mawr since our inception in 2012 has argued and organised around the necessity of Welsh social movements underpinning and underlying any political movement. We have identified at least three social movements that are fundamental to proceed to Welsh Independence.
1. Banking/Money - we take the view that a Welsh Banking System is a necessary pre- requisite of any road to Welsh Independence - The absence of such a Welsh Banking System would make for token and not actual independence, it requires much more than just a re-branding of Finance for Wales as a Welsh Bank as advocated by Adam Price.
2.Water - Welsh Water resources are ultimately controlled by the Secretary of State for Wales and are not under the sovereignty of the Welsh People - this valuable natural resource of "white gold" must be brought under the control of the Nation,
3.Land - Welsh Land is one of the least discussed and most abused resources of the People of Wales even by the Welsh Assembly - a Welsh Land Commission should work toward at a minimum of one million acres of Welsh Land being returned to the People of Wales from the English Lords and Monarchy and UK Ministry of Defense and Forestry Commission which has appropriated them.
We realize the immense amount of work that needs to be done to raise the level of Independence politics in Wales to the level of a real independence movement.
Being all things to all men and women the core of Electoralist Populist Politics lowers rather than raises the people's democratic abilities and powers.
Which why we reject Populism which Adam Price finds attractive in his public utterances in favour of the hard work of mass movements and mass line that raises people up and does not demean them.
In October 2016 at our First Welsh Socialist Republican Congress we called for an education campaign in Wales on the necessity of a Welsh Banking system and a Welsh Bank Act – we called for mass Movement on the Questions of Welsh Water and Land and Acts to protect our Welsh Resources.
A true understanding of these political questions will win people to support Welsh Independence - but work has to be done for people to come to that conclusion.
We have to raise the level of political discourse not lower it.
We have pointed out that Independence like the term Socialism have been emptied of their content by multiple misuse of these terms and mischievous opportunists exploit this fact especially the new brand of Welsh Fascists.
We took the opportunity in our 2016 Congress to define what we mean by these terms – the loose use of these terms by Populists can make them mean all things to all people and provide the political base for opportunism of electing people who can do anything they want because we never really defined what they should achieve or stood for in the first place.
If there are no mass movements on Banking, Water and Land in Wales then there is nobody to call to account whatever political representatives are elected under the Independence banner – we do not want free agents or representatives but direct democracy of the people so we can replace opportunists who serve themselves and not the people as soon as they raise their ugly head.
We want Mass Movements and the Mass Line NOT Populism
To these ends we at Yr Aflonyddwch Mawr are working towards a July 2019 Caernafon Declaration on the 50th Anniversary of the Anti Investiture Protests in Wales to go beyond mere talk to concrete steps on the road to Welsh Independence based on social movements around Banking and Water and Land - driving the politics of Welsh Independence and not just Plaid Cymru Electoralism

"First and for most we reject being addressed as protesters, we are protectors.
The people of Ireland are the owners of the wealth and resources as defined in the 1919 declaration and paid for with the blood of our freedom fighters and the tears of their mothers.
Or as Mellows said, the wealth and resources belongs to the people and must not be for the enrichment of any individual or class.
We as members of Citizens against Privatisation, stand proudly in defence of that right.
We have witnessed the robbery of so much that belongs to the people, our gas, our oil, our fisheries, our minerals.
We must make a stand for our water.
Every meter in the ground is a step closer to privatisation.
I must also address this question of an individual who wishes to have a meter.
While we fully support the right of the individual up the point, that it adversely effects the rest of society.
The right of the individual is then secondary to the public right and welfare.
And finally I wish to state we will continue to stop the metering as we will not allow our water to be added to the long list of theft."

May Day 2018 Call from Yr Aflonyddwch Mawr for Welsh Revival and Renewal

We at the Aflonyddwch Mawr - The Great Unrest are Welsh Socialist Republicans with the working class spirit of the Miners Next Step of 1912 we believe in the power of our class the working class to change Wales and the world.
On this May Day 2018 we call for the social and economic decline of Wales to be arrested and to bring forth a new spirit of Revival and Renewal in Wales based upon the ideas of Welsh Socialist Republicanism.
Socialism and a Welsh Socialist Republic is our aim.
To achieve that aim Wales needs social movements to bring together the forces for social change, these social movements need to address the
10 Point Programme of Yr Aflonyddwch Mawr - The Great Unrest.
The Mass Line for Wales with radical First Step Up Policies.
To that Aim we have outlined a 10 point Programme.
1. We place the question of Welsh Land Act at the centre of Welsh Politics, we have taken up the fallen banner of 1895 for a Welsh Land Act. Land is also key to solving current and future ecological problems in Wales.Welsh ownership of Land is key to the regeneration of Welsh National Life.Without Land there is no Liberty.
2. Welsh Utilities like Electricity, Gas and Water to be placed under the control of the People through the creation of new socially owned worker controlled Welsh Public Enterprises.We should eradicate Thatcherism and it's mantra of privatisation from Welsh National Life.
3. We require a Welsh Banking System with a Welsh currency and a Central Bank and Welsh Banks for urban and rural development. We reject the pound and the euro has being financial instruments unsuited for Welsh National development.
4. Welsh language survival in now in the hands of the British State with its corrupting grant system, a dangerous place for the Welsh language to be in times of austerity. In the hard place between the British State and the treacherous Cultural Crachach.Without addressing the Welsh Land Question which has been ignored for a 100 years the Welsh language is in serious danger of decline, the Crachhach has failed the Welsh language.
5. With Land and Capital in Welsh hands we can unleash the power of the creativity of Welsh Labour and rebuild the Welsh Economy.We see the revival of Welsh Labour has unleashing the creativity of the Welsh Soul and a flourishing of intellectual and physical labour, yes a new Welsh Revival in social as well as economic Welsh Life..
6. Bring forth new democratic institutions of the Welsh people like a Welsh Republican Congress or a Senedd Glyndwr.Reject institutions of the British State for managing Welsh Decline in Wales like the Welsh Assembly.
7. Protect The National Health Service in Wales by halting any further privatisation of Health Service.Ensure community and not bureaucratic capitalist control of the Welsh Health Service, community need not private profit should guide the Health Service in the spirit of Aneurin Bevan..
8. Implement Great Unrest First Step Up policies for the visitors to food banks, unemployed and part time workers by giving them priority for allotments.New Allotments will result from new proposed Welsh Land Act.
9. Township and Village Enterprises, Councils would be empowered to take over empty shops and make them into small units for new business start ups - twelve months free rent would be offered has part of the Great Unrest First Step Up policies.
10. Implement Independence not Dependency Policies, restructure relationship with British State in Economy whereby the proper price of Welsh resources are paid for.
All raw material exports from Wales should be subjected to value added/ high energy processing evaluation and over time all raw material exports will be reduced has value added processing exports will replace low value material exports.
Bring all unemployed into productive activity - through public works and land based rural food sovereignty projects.

Watching Plaid Cymru today at its conference still rejecting the EU referendum results.
Its like groundhog day politics which Wales can no longer afford.
Adam Price waffling his way through a TV interview - if this is what an Harvard education brings we can do without it in Wales.
It is nothing but the deception and self deception of bourgeois politics

Count down to Welsh Socialist Republican Congress : Listening to Leanne Wood at Plaid Cymru Conference - she says she wants a bottom up approach but lines up for the Grants - British or EU - top down hand outs.
Wales needs to create its own Public Banking System and stop the flow of Welsh money every day into big five British Banks - we do not need hand outs.
We need to husband our Welsh resources stop the flow of our resources to the London Government and its banks - it is within our bottom up power to do so - now we have left the EU.
Wales needs to take control of its Land and Water Resources with a Welsh Land Act and a Welsh Water Act to act as a Nation - rather selling our land and water to the highest foreign bidder.
Why does Plaid Cymru ignore the Welsh Land Question in 2016 which is also key to protecting the Welsh Language ?
Leanne Wood says she is a citizen of the world (not a proletarian inter - nationalist) - we agree she is petty bourgeois of the self deceptive kind rather than the deceptive kind.
